The much hyped National Rural Employment Guarantee (NREG) scheme of the Union Rural Development Ministry has hit a roadblock even before it reaches out to the needy in rural areas. Too few forms are available and only to those who pay for them.
Against a whopping 2.2 crore households having applied for job registration, only 79 lakh job cards have been issued. "The job cards issued are not proportionate with the registration figure," a review report of the scheme says.
"Adequate number of forms are not available at the gram panchayat level. The beneficiaries are charged money for getting forms, and forms are distributed to the favoured ones. Also the gram panchayat (GP) officials do not know how to register the applicants," the report adds. The ministry recently carried out a review to ascertain the effectiveness of the scheme.
The review revealed how corruption is out to nip the scheme in the bud. "Adequate number of forms are not available at the gram panchayats (GP). Forms are available at a price. These are distributed only to the favoured ones. The place for registration is not accessible. GP officials do not know how to register the applications, and the job card is being provided when the wage earner turns up for work," the report reveals.
Passed unanimously in Parliament, NREG Act 2005 aims at securing livelihood for the people in rural areas by guaranteeing 100 days of employment in a financial year to a rural household. As many as 200 districts are being covered under the first phase of the scheme.
